Which type of learning on the individual and organizational levels occurred depended on several factors. The key issues were the interplay of long-term learning in the form of shifting beliefs among the wider society that set the political framework parameters. It also depended on whether individuals found the time to reflect on new input and were subsequently able to convince their organization of its importance and the resulting necessity to change the organization’s negotiation position. The key drivers for a successful policy outcome were policy entrepreneurs in key positions who had the opportunity, knowledge, personal drive, and conviction to steer the political process into their desired direction using predominantly conventional negotiation tactics to dominate the other coalitions. Experts involved in developing a policy proposal did reflect on information presented to them by external experts and stakeholders, but they were already familiar with the information in many cases.
